These are reference teams, not a list of confirmed draw participants.
Before the qualifying draw
The initial directory covers UEFA’s national associations. The expected qualifying set is based on the current Nations League field; it should not be read as a final entry list confirmed by the EURO draw procedure. Any reference-only or suspended association is separated from active qualifying entries.
When a team becomes a finalist
An allocated qualifying group is the start of its route. Qualification is confirmed later through the group results, any reserved host place or a play-off result. The finals section lists a country only once its berth is decided. Until then, the final draw positions remain slots.
The four hosts
England, the Republic of Ireland, Scotland and Wales all enter qualifying. Their host status affects the reserved-place rules and, if they qualify in time, the final group-head assignments. It should never be displayed as proof that all four have already secured a finals place.
Squads and players
A current international squad is not a EURO 2028 squad. Tournament selections will appear with the team when announced. Until then, no future line-up is assumed.
The information that will grow with the campaign
After the qualifying draw, each active entry can show its allocated group and actual opponents. Once fixtures begin, results and standings explain the team’s route. A finals berth is a further milestone, followed later by a tournament squad and match-specific line-ups.
Those changes make the directory useful through the whole cycle. The status beside a name should say what has actually been confirmed. It is possible for a team to have a qualifying group and a full qualifying calendar while its finals place remains undecided.
Finding a country by a familiar name
Common names, translated names and established aliases should point to the same national side. Searching for Ireland, for example, needs enough context to distinguish the Republic of Ireland from Northern Ireland. The directory keeps their participation and match records separate.
If a name search returns a reference-only entry, its status stays visible. Association membership, current competition eligibility and a secured finals berth are different facts; the directory is most useful when it shows that distinction clearly.
Questions and answers
Why does the directory contain more than 24 countries?
The association directory covers a wider field than the 24-team finals. Participation status and a confirmed finals place are separate fields; a directory entry by itself does not mean that the team is qualified.
When will the tournament squads appear?
Squads need an official announcement and a confirmed connection to the finals team. Qualifying group membership alone does not establish the players who will be selected for the tournament.
